Within the considerable disarray regarding the American military actions on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “seize control of the oil”, there is no doubt – this establishes a deeply alarming precedent.

A Dark Legacy and an Unprecedented Move

The United States possesses a dark record of interference, invasion and occupation in the region, but this past Saturday morning saw its first major military attack on the soil of a South American nation. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The decision to unilaterally attack another independent nation and capture its head of state – mere days after he publicly sought an off-ramp – possesses far-reaching consequences. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, commonly thought to have fraudulently won the most recent election. They now face profound uncertainty at best. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far sounded notes of defiance – and other parts of the headless administration are even more hardline.

From Global Policeman to International Outlaw

A man who was elected vowing to end foreign wars now says he is “willing to put soldiers into combat”. Renaming the Department of Defense as the Department of War was not merely symbolic. He no longer views the world’s superpower as a global policeman; he is converting it into a rogue state.

He holds the view that the United States' strength allows it to do as it wishes with scant penalty: witness the military actions against Nigeria and Iranian installations. He asserts that the oil resources of Venezuela means this latest episode “will be financially free”.

An Attack Without Legal Justification

George W. Bush launched the invasion of Iraq on a lie. But this illegal attack came lacking any form of UN approval or the consent of the US Congress; Democrats were not even informed and say they were given false information in briefings. Mr Trump doesn’t seek to bend international norms, but to shatter them.

Set aside the message this sends to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid is said to have slain 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s increasing belief in his impunity will likely encourage additional military gambits.

The Thin Pretext and True Motives

Few believe the pretext that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the former Honduran president Juan Orlando Hernández for related criminal convictions. Mr Trump himself has stated plainly that he is motivated by the allure of petroleum resources as well as machismo, the ideology of some in his administration, and the desire for glory as domestic popularity wanes.

Tepid International Response and Waning Global Governance

The international response, especially in Europe, has – with honourable exceptions – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode emphasizes the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could potentially force him to focus on domestic issues once more – but escalating insurance prices, financial discontent and ongoing controversies fuel his desire for external drama.

We are not yet 12 months into his four-year term. The international community may live to repent if they fail to speak up today, given what – and who – could be next.
